The Present-Day Development of Budget Policy

Over the last years the budget policy of Ukraine was inconsequent and mostly solved social problems by means of increasing the populations profits. The realisation of this policy was accompanied by a certain growth of population consuming power which, unfortunately, didnt turn into an important incentive of investment activity and the development of the national production. Thus, the budget policy needs orienting to providing economic growth which is to become a fundamental in improving the living standards of the Ukrainian people.

The simplest problems of economic and social development of Ukraine are:

- complicated social problems;

- a comparatively low level of countrys economic development;

- irrational structure of the national economy and a low level of competition among the national enterprises;

- considerable load upon the budget on the part of numerous social programs.

The basic objective of the national budget policy is to form a new model of social and economic development which presupposes the construction of market economy with the citizens profits that meet world standards.

The Peculiarities of Banking System Development in Ukraine

Not so long ago commercial banks took a privileged place in the economy of Western countries. The bodies of state power have always supported them in the case of a crises or bankruptcy in order to guarantee financial stability. Financial law restricted the sphere of commercial banks activity determining what they have to and how they to do it protecting them from competitors. The banks performed a traditional function of intermediaries between the investors and borrowers and provided the work of payment system without introducing new methods and technologies.

However, the end of the 20-th century was marked with drastic changes in the banking system, with changes in the forms of dealing with individual and corporate customers. These processes have had an impact (to different) extent upon many countries including Ukraine. Experts often refer to them as financial revolution. Techniques and methods of banking activity become more complicated. At the same time, they offer absolutely new types of operations and services which have never been used before. Through the last years the banking system of Ukraine has undergone global changes. There happened a sudden transition from a centralized to a commercial banking system. As a result, the competition at the banking market became more severe.

The Present-Day Approaches to Management

The present day management includes thousands of management decisions. To find out the correct ways of different problems solution it is necessary to learn the experience of the world companies. The theory and practice of management show two approaches to management Japanese and American models. The basic difference between these management models lies in the fact that American model relies on individualism and competition between people, whereas Japanese model is based on collective efforts. All other difference derives from the latter.

In order to create and realize our own management model which gives an opportunity to achieve the highest possible results, it is necessary:

- to learn the management experience of leading world countries, to understand the principles which lie in the bases of companies management and their efficiency;

- to learn systematical the experience of Ukrainian enterprises. Special attention should be drawn to cultural, social and historical factors which have caused the development of effective management system;

- to work out systems which excel the existing ones and presuppose the change in the business and scientific surrounding.
